1. The savingram (51) gives insufficient information for a new approach to the I.U.C. or C.U.G.A.C., because it does not explain (a) how the local £1 million has been used on purely rehabilitation work and (b) how the Treasury £4 million could be used on development projects needed for Colony purposes (paras. 7 and 9) additional to the projects mentioned in para. 2. Both committees would certainly require full details under both heads before they could assess the strength of the case for a large C. D. & W. grant. I assume that information about the development plans will be needed in any case for the Treasury, so is not the main point of the reply to (51) to ask for the considered plans of the University for the development of its work to meet the Colony's needs whether this is financed from the Treasury grant or a C. D. & W. grant or both?

There does not appear to be on this file a copy of Mr. Sloss's informal application to which the Grants Committee discussion of 27th May relates. Attached is a copy (C.U.G.C./16/48).
3. Paras. 4 and 5 seem to me somewhat in the nature of debating points. These and some of the other discussion on this file pay in- sufficient attention to the main argument of the Cox report (e.g. in its paras. 2, 5 and 6), that it is the standards and quality of the University that will make it serve its original "Lugard" purpose. The danger of having an understaffed, chronically impoverished institution pretending to represent British scholarship in the Far East
